Where the relevant acquiring authority does not have the expertise to lead the negotiations, the Department of Land Administration will by agreement act on their behalf. The negotiation process will be overseen by the Exclusion Negotiations Steering Committee (ENSC) comprising: the Chief Executive of the department principally assisting the Minister in the administration of the Land Administration Act 1997, currently the Department of Land Administration; the Chair of the Pastoral Lands Board; and the Executive Director of the Department of Conservation and Land Management. The Committee will monitor the negotiation process to ensure that appropriate options (which may include management agreements and covenants) are explored, and that outcomes are equitable. The Committee will be responsible for advising the Hon Minister for Planning and Infrastructure (as the Minister for Lands) of the progress of the negotiation process, and for making final recommendations for the Minister's approval.
