on February 25 2002 on ‘Police terrorise teen four’, page 7, concerning the action of three police officers drawing and threatening to use their firearms -
(1) What are the operational guidelines currently being used by police officers for the use of firearms?
(2) Were the actions of the police officers identified in the report consistent with these guidelines?
(3) What are the operational guidelines currently being used by police force for providing trauma or other counselling in such cases?
(4) Was the offer of counselling, as reported, consistent with these guidelines?
(5) What is the normal procedure for providing an apology to members of the community placed in such a threatened position by police officers?
(6) Are these procedures being adhered to in this matter?
(7) If they are being adhered to, when and how will they be effected?
(8) What are the guidelines for payment of compensation or other forms of restitution to members of the community placed in such a threatened position by police officers?
(9) Are these guidelines being adhered to in this matter?
(10) If they are being adhered to, when and how will they be effected?
(11) Will the Minister table any operational procedures or guidelines that apply to these types of incidents?

(2)-(7) This matter is currently subject to a police internal investigation, which has not been completed to date. Accordingly, it is not appropriate for either the Government or the Police Service to comment on the matter until a complete, thorough and rigorous investigation has been completed. (8)-(12) The Western Australia Police Service advises that although there are no specific guidelines for the payment of compensation or restitution in such situations, if the circumstances indicate a potential legal liability on the part of the Police Service an amount of compensation may, depending on those circumstances be paid. Alternatively, if an individual has suffered damage, loss or injustice as a result of an act or omission of a member of the Police Service an act of grace payment may in appropriate circumstances be paid.
