I refer to the 2008 Liberal Party election policy which stated that, in recent years, Western Australia had been increasingly recognised as a source of major artistic talent in performing and visual arts, contemporary music, fashion, architecture, film, television, writing and dance. This policy also stated that, unfortunately, infrastructure to support this talent had not kept pace with development, and we lack the world-class museums, galleries, theatres and performance spaces expected of a capital city. I ask the Minister to detail all funded initiatives since the election within his portfolio that provided new arts infrastructure in performing and visual arts, contemporary music, fashion, architecture, film, television, writing and dance.

The Government's commitment to the provision of infrastructure to support culture and the arts is demonstrated through its funding of urgently needed works, including the re-cladding of the Art Gallery of WA ($10million) the restoration of the façade of His Majesty's Theatre ($1.6million) and the demolition of the Museum's asbestos contaminated Francis Street building ($8million). Addressing major problems with existing cultural infrastructure, particularly when there are public safety issues, has been a priority for the Government.
The Government's
Works Reform Business Solution Plan
(June 2009) highlights the need for sound planning to be undertaken before new infrastructure is commissioned. Accordingly, the Government provided funding to the culture and arts portfolio to work with the Department of Treasury and Finance on business cases for:
· a new museum at the Perth Cultural Centre;
· a new repository for the State's archives;
· measures to increase energy efficiency in cultural facilities; and
· increased maintenance funding for culture and arts infrastructure.
In addition, the Government has provided ongoing support to the screen industry through provision of access to the Sunset Hospital site in Nedlands, the Midland Redevelopment Authority's development (with FORM) of the Atelier design centre at Midland's former rail yard, and the continuation of funding to upgrade numerous cultural facilities through the Arts Capital Fund.
The Government has recently committed $2m for the WA Ballet's relocation to Maylands. The WA Ballet's move to Maylands will also ensure His Majesty's Theatre has adequate space to meet the demands of its clientele, including the West Australian Opera and other organisations.
The Government has recently replaced $4.355m in funding to the WA Symphony Orchestra Fund, which was taken out by the previous Government in order to falsely boost library funding.
Further, EPRA is rapidly transforming the Perth Cultural Centre into an exciting cultural destination for the people of Western Australia. In 2010/11 EPRA will spend $3.5 million to continue the activation and revitalisation of the Cultural Centre and to complete minor works in Northbridge. Specifically, the funds will be used for:
- Master planning and associated design and technical work for the Perth Cultural Centre.
- Infrastructure upgrades, modifications and improvements including lighting, power, services, retail, security, pedestrian and recreational infrastructure.
- Planning, design and development approval of key William Street development sites.
The Perth Fashion Festival will receive an additional $100 000 for their 2010 event. The funding is specific purpose, that is, for events in the Perth Cultural Centre, and reflects the growing importance of the space to Western Australia's cultural landscape. This funding is on top of the $200 000 the Department of Culture and the Arts has already committed to this year's event, and $220 000 committed to by Eventscorp.
