I refer the Minister for Disability Services to the Report of the Review of the Accommodation Support Funding Process conducted by Dr Maree Dyson on behalf of the Disability Services Commission in 2001, and the Disability Services Commission’s Policy and the Policy Information Sheet on the ‘Fair Level of Funding for Individual Accommodation Support Funding’, dated March 2002, and ask -
(1) Is the Minister aware that both these documents raise the need to address concerns about the appropriateness of the current method of determining required staff support for a person with a disability (the Estimate of Requirement for Staff Support Instrument or the ERSSI)?
(2) Can the Minister advise whether the Disability Services Commission has considered the alternative measure (the ICAP) identified in recommendation 8 of part 7.10.2 of the Dyson Report?
(3) Can the Minister advise what other work, if any, has been progressed since March 2002 to address the Commission’s own acknowledgement that ‘further work needs to be done to establish greater equity in accommodation funding for people with disabilities’?
(4) Can the Minister advise what other work, if any, has been progressed since March 2002 to address the acknowledgement that ‘further work also needs to be done on those for whom an ERSSI assessment may not be a reliable measure, and for those whose needs change once funding is allocated’?
(5) Can the Minister advise whether copies of any reports or documents relating to the above matters are available for public viewing?

(2) The Commission has considered the ICAP measure as identified in the Dyson Report, and adopted the recommendation to compare ICAP with the Commission's current measure, called the ERSSI. (3) In addition to comparing the ICAP and the ERSSI, the Commission has progressed a number of other initiatives to improve equity of funding for people with disabilities, including: i) 2002 - Business Rules Working Party Report on Business Rules for new Accommodation Support Funding (July 2002); and ii) 2004 (ongoing) - Disaggregation of Accommodation Support Block Funding. The Gallop and Carpenter Governments have also allocated the following additional Accommodation Support Funding since 2002: 2002/03 - $3.015 million 2003/04 - $4.025 million 2004/05 - $5.7 million 2005/06 - $7.4 million (4) As described previously, the Commission has progressed the implementation of the Consultant's recommendation to compare the ERSSI with ICAP.
