BUILDING SUSTAINABILITY INDEX
I refer to the soon-to-be-implemented BASIX - building sustainability index - legislation. (1) What steps has the Department for Planning and Infrastructure taken to bring other departments in line with the requirements of the legislation? (2) Will the Department for Planning and Infrastructure address water-saving issues using larger monetary incentives, state tax credits or similar devices to give greater incentive to the developer? (3) If yes to (2), how? (4) If no to (2), why not? (5) What steps is the Department for Planning and Infrastructure taking, or has taken, to address the issue of streamlining the procedure for retrofitting grey water devices at a local government level? Hon KATE DOUST

On behalf of the parliamentary secretary representing the Minister for Planning and Infrastructure, I thank the honourable member for some notice of this question. Once WA BASIX water and energy efficiency targets have been endorsed by cabinet, they will be introduced through appropriate planning measures and/or building regulations. (1) The Department for Planning and Infrastructure has set up a senior officers group with representatives from all the relevant agencies. (2)-(4) BASIX is a tool designed to use planning mechanisms to enhance water and energy efficiency. It does not purport to cover non-planning mechanisms. (5) A review of grey water approval processes will be part of any implementation program if the WA BASIX approach is endorsed by government.
