387. Hon KATE DOUST to the minister representing the
Minister for Planning:
My question without notice of which some notice has been
given, which I understand has been redirected, is to the Minister for Mental
Health representing the Minister for Planning.
I refer to the Premier's media statement of 6 August
2013 announcing that the Duyfken will
have a ''season mooring'' at Elizabeth Quay.
(1) What is meant by ''season mooring''?
(2) Will the Duyfken be moored in the inlet; and, if so —
(a) how will problems with turning
within the inlet be addressed;
(b) how will she get under the bridge;
and
(c) if she cannot sail into the
inlet, how much will road transportation cost?
(3) Why is a
vessel designed for the open sea not being retained in the harbour at Fremantle
and used as a sail training vessel?
(4) Is this
intended to be a replacement of the Vlamingh memorial; and, if so, what
relationship does the Duyfken have
with the Swan River and the formal exploration of Western Australia by the
Dutch?

I thank the member for some notice of the question.
(1) The seasonal mooring is intended to be for a maximum of
three months of the year.
(2) The Duyfken will not be moored inside the
inlet and will be moored on the south east side of the island.
(3) The
three-month mooring allows for site and place activation and access by the
community to what is an important cultural icon. Other uses will be possible
during the alternate nine months.
(4) It is not
intended that the Duyfken be a
replacement for the Vlamingh memorial. The memorial has been removed from site
and is being held in storage while the City of Perth assesses options for
relocation.
