I refer to the National Partnership Agreement on trial of My Way sites, and I ask: (a) clause 16(c) of the agreement states that a responsibility of the Commonwealth Government is "Tier 2 funding contribution for appropriate participants in the trial sites", what is the definition of an appropriate Tier 2 participant; (b) what services are considered to be Tier 2 services; and (c) what amount of funding has been committed to Tier 2 services in the lower South West and how is that funding administered?

(a-b) The Commonwealth is still to finalise an agreed definition of what a Tier 2 participant is and what is considered to be a Tier 2 service.
(c) $480,000 has been allocated for Tier 2 services in 2014-15. The Disability Services Commission will have responsibility for the administration of Tier 2 funding.
