(1) I refer to Budget Paper No 2, Volume 2, Page 664, under Major Achievements for 2005-2006, and ask, will the Recreational Skipper’s Ticket be graded to reflect and meet vessel/craft size and gross tonnage to match competency requirements?
(2) I refer to Budget Paper No 2, Volume 2, Page 664, under Major Initiatives 2006-2007, dot point two, and ask, has there not been a formal structure plan in place for these three harbours previously; and
(a) if not, will the Minister explain how such major developments have occurred without such a comprehensive structure plan?
(3) I refer to Budget Paper No 2, Volume 2, Page 668, under Service 3, Line Item – ‘Less Income’, and ask -
(a) will the Minister explain the reasons for the substantial increase in 2005-2006 actual income as against budgeted 2005-2006 income ($11,495,000 difference); and
(b) why is there a massive increase in adjustments from the 2005-2006 Budget to 2005-2006 Actual and the additional almost $1 million difference?

(3a) The increase in 2005-2006 actual income when compared to the budgeted 2005-2006 income is due to : · assets transferred from the Department of Land Information to the Department for Planning and Infrastructure (DPI); · increased revenue from Land Asset Management Services; and · change in accounting standards that now require grant contributions to be classified as income whereas previously this income was treated as a recoup against expenditure. (3b) The increase in adjustments is mainly related to funds carried over from the 2004-05 financial year, together with movements in employee entitlements and other balance sheet items. (4a) Town Planning Scheme amendments for final approval are subject to a 90 day (non-statutory) management target. (4b) The average timeframe (days) for the processing of Town Planning Scheme amendments is not monitored as Key Performance Indicator. The measure of efficiency in the processing Town Planning Scheme amendments is reported in the form of the proportion of applications processed within the management (non-statutory) timeframe of 90 days. (5) The Central Coast Planning Strategy has not been commenced because the DPI has limited resources and this project has not been identified as one of the priorities.
