It is a little awkward to ask the Leader of the House a question about his role in a representative capacity as the minister representing the Premier. However, earlier in question time today, the Leader of the House provided me with the answer to a question of which I had given some notice; and I thank the Leader of the House for that. The question clearly was addressed to the Premier in the person of Hon Dr Geoff Gallop, MLA. However, the answer, which, frankly, does not address any of the questions, is signed off by Hon Eric Ripper. I want to know whom the Leader of the House is representing. This is a very important question. Can the Leader of the House tell me - I appreciate he may have some difficulty - whether this is the answer of Hon Geoff Gallop or of Hon Eric Ripper, because it makes a big difference? I will deal with that because I have to rise on other issues. I understand Hon Simon O’Brien’s confusion. It is a genuinely confusing issue. Hon Simon O’Brien : I want to get to the truth. Hon KIM CHANCE : Yes. When I first read the answer, I wondered how to provide the answer, because normally I would have modified the answer to say “The Premier”. Instead, I left the draft as I received it; namely, as saying “I”. Since it is a question addressed to the Premier but signed off by the Treasurer, I cannot tell whether the Premier has approved that answer or not. Therefore, I think our interest would be best served if I asked the Premier tomorrow. Hon Simon O’Brien : Will you do that? Hon KIM CHANCE : Yes, I will. Hon Simon O’Brien : Thank you. I appreciate that. Hon KIM CHANCE : I think that is a fair thing to do, because I was a bit confused, and that is why I used the unusual words for me that I had no knowledge. I will speak to the Premier about that tomorrow. Hon Simon O’Brien : I look forward to hearing that. Hon KIM CHANCE : I presume - it is always dangerous to presume when on one’s feet - that the Premier did authorise it, but it was actually signed by the Treasurer. I will check that tomorrow. Hon George Cash : But it is still your answer. Hon KIM CHANCE : It is still my answer, yes. Hon George Cash : It was asked of you in a representative capacity. If you seek advice elsewhere, that is your business. Hon KIM CHANCE : I agree. I think I should advise Hon Simon O’Brien what that advice is, but it is my answer, yes.
