624. Mrs M.H. ROBERTS to the Premier:
I refer to the issue of police officers being removed from
police and community youth centres and the Premier's comments on 16 May
this year —
I have just made it very clear
that police officers are not going to be removed 
And the police minister's comments of 20 September
2012 —
''There is no move to remove
police officers from PCYCs. I just want to make that really clear,'' 
(1) Why does the
winter 2012 edition of the PCYC magazine ''Intervention'' state —
 The Commissioner of Police's decision
to remove all Police staff from management and administrative duties in PCYC
Centres has been made 
(2) Why did Mr Freddie
Tan, the chief executive officer of PCYC, say in a letter dated 10 September
2012 ''the withdrawal of police personnel is near completion''?
(3) Premier, who are we to believe—the
police commissioner or you?
(4) Can the
Premier answer truthfully as to whether his government has allowed police
officers to be removed from PCYCs?

As the Minister for Police said in response to a question last week, a very
short review of PCYCs, over about four or five weeks, is currently being
undertaken through the Department of the Premier and Cabinet, in conjunction
with police —
Mrs M.H. Roberts interjected.
Mr C.J. BARNETT :
Mr Speaker, I am answering the question.
That is being undertaken. I again restate: police officers
will remain within PCYCs. What their duties are —
Mrs M.H. Roberts :
It is not the case at Midland!
Mr C.J. BARNETT :
They will remain there. Their duties and hours may vary.
Several members interjected.
The SPEAKER : If
the member for Midland expects an answer to the question that she has asked, I
am hearing the Premier answering that question. I think there are other people
in this place who have other ways of perhaps answering on his behalf. I do not
need to hear from those other people; I want to hear from the Premier.
Mr C.J. BARNETT : I
reiterate: sworn police officers, including auxiliary police officers, will play
a continuing role in PCYCs.
Mrs M.H. Roberts :
They've been removed.
Mr C.J. BARNETT : I
am attempting to answer the question. They will continue to play a role.
Several members interjected.
The SPEAKER : We
will make some progress if members stop interjecting.
Mr C.J. BARNETT :
Police officers will remain within PCYCs. They will not be doing general
administrative duties; they will be carrying out policing roles within the
PCYCs and also in the wider community. That will continue. We will wait until
we get the report from this review.
When I say that police officers will remain in PCYCs, that
relates to the deployment of police officers; it does not relate to any one
individual.
