I refer to the answer to my question on notice No. 3887, and ask -
(1) Why did the Department have difficulty establishing
prima facie
cases against the 124 licensees who were alleged to have breached their water access entitlement across 2008-09 and 2009-10?
(2) Will the Minister put into place processes to ensure that the Department is able to establish
prima facie
cases against licensees who have breached their water access entitlement in the future?
(a) If yes to (2), what will those processes be and when will they become active?
(b) If no to (2), why not?

(1) Meter readings need to be verified by meter readings undertaken by officers from the Department of Water (DoW).
(2)-(2)(a) Yes, the DoW has established a consolidated Regulations Division.
(2)(b) Not applicable
