QuestionView source ↗
I have now asked on two occasions whether the minister will table details of his engagements on the 183 days on which he used the government charter plane. On each occasion he has deferred stating whether he would respond to the request. In view of the fact that the minister has had adequate time to consider the matter - (1) Will the minister now answer yes or no to whether he will table those details? (2) If the answer is yes, when will the minister table them; and, if the answer is no, why will he not be held accountable to Parliament and the people of Western Australia for this unprecedented and extreme use of a government charter? The PRESIDENT: The last part of the question is out of order, but the first part is in order. Hon TOM STEPHENS

(1)-(2) I have previously indicated to the member that I would find out what was the past practice. I am advised that previously answers to questions similar to those sought by Hon Peter Foss have not been made available to members. When I sought such information in the past about the previous Government, it was not made available to me. Interestingly enough, information is not available to me as a minister inquiring about the past practices and itineraries of former ministers’ use of air charters during the term of the previous Government. Hon Peter Foss: Do you know what you did on those days? I am only asking about yours. What did you do on those days? You should know. Hon TOM STEPHENS: If the honourable member had a particular concern about a particular charter that was used at any time, he need only identify - Hon Peter Foss interjected. Hon TOM STEPHENS: In reference to that, if the member has a particular concern, he should raise it with me. Hon PETER FOSS: It is not because you have one day; you have 183. Hon TOM STEPHENS: This is rich coming from the boy from Brazil who spent endless days travelling internationally. Hon Peter Foss: I went on fewer overseas trips in eight years than Mr McGinty did in two. Hon TOM STEPHENS: Hon Peter Foss went to a bridge opening in Japan that took him a week. Hon Peter Foss: I made a report on it. You can read what I did. Hon TOM STEPHENS: While the member was a minister, he travelled around at public expense and yet he has the gall to cast an aspersion on the Minister for Regional Development travelling and working in the regional areas of Western Australia, of which I am proud. Hon Peter Foss: I spent less time travelling in eight years than you have in three. Hon TOM STEPHENS: When the member’s colleague on the front bench - who once happened to have had ministerial responsibilities for many of the same communities - turned up to a regional community, the community sent for its emergency services vehicle thinking that there must have been an emergency because he would not visit the community otherwise. I regularly and proudly travel to the communities of regional Western Australia, and I have already tabled all those details. Hon Peter Foss: Don’t you keep an appointment book? Hon TOM STEPHENS: The information that has been tabled in this House during this Government’s term is more detailed than the information that had previously been tabled. Every minister has made available to members opposite details of when and where we have gone. It is correct that the two ministers in this Chamber who have responsibility for regional areas of Western Australia - Hon Peter Foss: Tell us all about it if you are so proud of it. Tell us what you did. Hon TOM STEPHENS: The member has that information. Does the member have any specific concerns? I can tell the Chamber and the member opposite - Hon Peter Foss: Eighty-three days in two years. That is half a year. Hon TOM STEPHENS: Tomorrow I am going to Port Hedland. Does Hon Peter Foss want to come? Hon Peter Foss: No, I don’t. Hon TOM STEPHENS: I bet the member does not want to go. I am proud to go there to work. Hon Peter Foss: Is it to get a seat? Is it for preselection? Are you trying to become the local member? Hon TOM STEPHENS: No, I am going to work with the local governments in the area. I will attend the Kimberley and Pilbara ward conferences. I will take the opportunity to make sure that the visit is useful, as have been all my visits to that area. Hon Peter Foss: Are you going by charter? Hon TOM STEPHENS: On this occasion I will make sure that people who can work with the communities of the Pilbara will come with me to provide expertise and skills to those meetings

(1) Will the minister now answer yes or no to whether he will table those details? (2) If the answer is yes, when will the minister table them; and, if the answer is no, why will he not be held accountable to Parliament and the people of Western Australia for this unprecedented and extreme use of a government charter? The PRESIDENT: The last part of the question is out of order, but the first part is in order. Hon TOM STEPHENS replied: (1)-(2) I have previously indicated to the member that I would find out what was the past practice.
The PRESIDENT: The last part of the question is out of order, but the first part is in order. Hon TOM STEPHENS replied: (1)-(2) I have previously indicated to the member that I would find out what was the past practice.
