POLICE INDUSTRIAL AGREEMENT
I refer to the police industrial agreement. (1) Has the minister briefed or consulted the Minister for Police regarding the removal of existing conditions as a trade-off for the offer of a 12 per cent increase over three years? (2) What is the rationale for freezing and reviewing the current officer-in-charge allowances and for aligning conditions such as annual leave, travel concessions and recall to duty when on annual leave to the public sector conditions? (3) Has the minister briefed or consulted the Minister for Police on the removal of the current internal affairs allowance of 10 per cent for officers serving in the central internal affairs unit? (4) Has the Minister for Police made representations to the Minister for Commerce regarding changes to existing conditions; and, if so, what representations were made? (5) As part of the offer, has the government taken into account the goodwill exhibited by the union in 2009 during the global financial crisis when it agreed to a modest wage rise only? (6) Given that the union’s offer was made in July 2010, why is it that the union has only recently received the government’s offer? Hon SIMON O’BRIEN

I thank the honourable member for some notice of his question. (1)–(6) I assure the member that each item that forms part of the government’s offer has been considered at the ministerial and officer level in the context of what is reasonable and sustainable. It would be inappropriate to comment further on specific items under negotiation. The state government has considered many factors in the development of its wages offer to the Western Australian Police Union of Workers. The offer is in accordance with the requirements of the state government’s wages policy, which applies to all public sector agreements. I might add that there are more than 100 of them. Regular discussions with the police union have been ongoing for a considerable period, and will continue in an attempt to reach a mutually agreeable outcome.
