I refer to the 2017-18 Annual Report of the Office of the Inspector of
Custodial Services and to concerns raised in the report regarding the delivery
of re-entry services, and I ask: (a) does the ReSet contract exclude the delivery of services to remand
prisoners; (b) if yes to (a), why; (c) is the delivery of services to prisoners through the ReSet contract
restricted to prisoners assessed to be at medium to high risk of offending; (d) if yes to (c), how is the assessment of reoffending risk undertaken; and (e) what percentage of prisoners are assessed as being of medium to high
risk of reoffending?

(a) The service agreement with ReSet reintegration services does include the delivery of services to remand prisoners. Remand prisoners are eligible for Parenting and Family Support Services and Reintegration Services.
(b) Not applicable.
(c) The scope of all reintegration services includes the delivery of services only to those prisoners assessed by the Department of Justice (the Department) to be medium to high risk of offending.
(d) Prison based screening and assessments are completed for offenders with an effective sentence of more than six (6) months.
(e) In the 2017/18 financial year, 1,174 LS/RNR assessments were completed. Of these:
