I refer to question on notice No. 2580 asked on 17 February 2015, and ask: (a) what specific evaluation
criteria must companies meet to hold a contract with the Department of Transport (DoT); (b) will the Minister table all
documents relating to the evaluation of this company for all contracts that it
has held with the DoT, including the evidence to support that it has met

(a) As per State Supply Commission (SSC) Policy, any perspective tenderers for Regional Town Bus Service (RTBS) contracts are now assessed against the following criteria:
• Quality Assurance;
• Safety;
• Demonstrated capacity of the tenderer to provide the services required under the contract;
• Qualifications and experience of key personnel;
• Proposed method of operation;
• Proposed transition plan; and
• Buy local criteria.
(b-c) When contracts were first introduced for RTBS services, the initial contract term was negotiated with the incumbent service provider. The contract with Redlion Bus and Coach was originally negotiated in 2003 with the intent to publicly tender the services at the conclusion of the contract term. The current contract was not therefore subject to the SSC evaluation criteria.
