EAST TIMOR — MEMORANDUM OF UNDERSTANDING
For what it is worth, notice of this question was given the other day, before the minister was on her feet today. I refer to the announcement by the minister on Wednesday, 27 February that she had signed, on behalf of the Western Australian government, an agreement with the East Timorese government. (1) What is the number of East Timorese nationals who would come to work in Western Australia? (2) How many of these people will be involved in genuine job training programs and in what kind of occupations? (3) What will the rest be doing? (4) Will the minister table this agreement in the house; and, if not, why not? Hon ADELE FARINA

I thank the honourable member for some notice of this question. (1)-(3) The memorandum of understanding signed between the Western Australian state government and the government of East Timor on 22 February 2008 establishes a formal basis to foster mutual respect and understanding of each other’s culture, social and economic expectations and imperatives. By establishing this memorandum of understanding, we hope to develop a constructive and lasting relationship with one of our closest neighbours. The memorandum of understanding will also assist in opening up dialogue between our two governments. One area where we can potentially assist one of the world’s newest nations is in helping to develop the skills, capabilities and competencies in areas such as public administration, particularly in the development and management of infrastructure, such as roads. At this stage, only preliminary discussion has taken place between our two governments. However, further dialogue with representatives of the government of East Timor is planned in the near future, aimed at identifying areas where we can assist, such as training programs and technical expertise. Obviously, any program involving short-term employment opportunities for East Timorese in Western Australia would also need to be discussed with the federal government. The minister would be happy to provide details of the outcomes of these further discussions at that time. (4) I seek leave to table the memorandum of understanding. Leave granted. [See paper 3757.]
