I rise in relation
to the recent news that the WA Police Force is involved in the numberplate
recognition trial at Westfield shopping centre.
(1) What community consultation was undertaken by
the minister or the WA Police before going ahead with this trial?
(2) When a driver passes through a numberplate
reader at Westfield Carousel, is their informed consent obtained for the WA
Police trial, including consent to having their numberplate and precise time of
entry accessed and stored by WA Police for 12 months and, if yes, how is the
driver's informed consent obtained?
(3) This trial is reminiscent of WA Police
accessing QR code check-in data of non-contact tracing during COVID. Is this
numberplate trial an exercise in police fishing around?

answered. The following answer has being provided to me by the Minister for
Police.
(1) The WA Police Force in partnership with Scentre
Group, which is the operator of Westfield Carousel shopping ecntre, has ensured
that clear signage has been installed at all parking and entry points.
(2) Appropriate signage has been placed around
Westfield Carousel shopping centre advising the public that WA Police Force
automated numberplate recognition (ANPR) cameras are in operation.
(3) No.
The President: Before I move on, I noted that the
question asked differed from the question that was written in part (3). If part
(3) had been the same, I would suggest that standing order 105(2), which seeks
an opinion, may have been breached. So just a reminder about standing order 105(2).
