I refer to the occurrence of stock from adjacent pastoral stations straying into the Point Spring Nature Reserve, Parry Lagoons Nature Reserve and the Ord River Nature Reserve in the East Kimberley, and ask -
(1) How many times has CALM received complaints about stray livestock in these nature reserves in the past three years?
(2) What action has CALM taken upon receipt of each of these complaints?
(3) Does the Minister consider that CALM’s actions to date have solved the problems of stock straying onto these nature reserves?
(4) Can the Minister outline which companies are responsible for the bulk of livestock incursions into each of these reserves?
(5) Does the Minister consider that livestock incursions are having detrimental ecological impacts on these reserves?
(6) If not, why not?
(7) Can the Minister confirm whether or not infrastructure including fences, tracks and watering points still exist within any of these three reserves?
(8) If yes, can the Minister outline the nature of this infrastructure and whether or not any of it is under current use by pastoral companies?
(9) Will the Minister now prosecute or fine the companies involved in allowing stock to enter these nature reserves?
(10) If not, why not?
(11) Will the Minister instruct the responsible agencies to travel to each of these nature reserves and impound any stock found there?
(12) If not, why not?

(2) Negotiations between CALM (the manager of Point Springs Nature Reserve) and the adjoining pastoral lease manager have resulted in the removal of stock from within the nature reserve by the lessee and repairs to the boundary fence to stop the re-incursion by stock. In addition, stock densities in pastoral lease areas surroundings Point Spring Nature Reserve have been reduced to much lower levels, substantially reducing pressure on the fences. CALM is also pursuing similar negotiations with lessees adjoining Parry Lagoons Nature Reserve and the Ord River Nature Reserve. The Department believes this will achieve the protection required for these reserves. (3) Yes, for Point Springs Nature Reserve cattle have been removed. For Parry Lagoons and Ord River Nature Reserves continuing negotiation will be a requirement between CALM and the pastoral lessees. This ongoing liaison between the Department and the adjoining station manager is necessary because of the difficulties of establishing and maintaining fences along the reserve boundary alignment. The rugged nature of the landscape, along with the flooding of major creeks and rivers during the wet season, preclude the construction of fences along much of the boundary alignment. (4) Consolidated Pastoral Company. (5) Yes. (6) Not applicable. (7) Yes. (8) Based on current knowledge the following infrastructure is within each of the three reserves: Point Springs · One fence around the perimeter of the reserve at the base of the Weaber Range was established soon after the reserve was declared. CALM has constructed a fence within the reserve to provide further protection to a rainforest patch. · An access track crosses the reserve. Parry Lagoons Nature Reserve · There are several fences in the reserve which were in place prior to the creation of the reserve and some of which are now used for quarantine purposes. · Several access tracks/roads are within the Reserve – one of which is the historic Wyndham to Halls Creek Road and another is the historic Wyndham to Kununurra road. These provide public access through the reserve as well as providing access to points of interest. Ord River Nature Reserve · Several short tracks leading to the river system mainly used by recreational fishermen. · There is little or no fencing within the reserve. Some tracks in each of the three reserves have been used occasionally by neighbouring pastoralists for the purpose of mustering. (9-10) Legal action is a last resort and is not planned currently. In most circumstances negotiations have the potential to largely eliminate future problems. Of the three nature reserves listed, only the Point Spring Nature Reserve is fully fenced. Even where fencing exists seasonal factors such as flooding can render a fence ineffective for periods. A cooperative approach is important for effective nature conservation results. (11-12) CALM officers visit the listed reserves routinely and incursions of any stock are reported to the appropriate leaseholder for appropriate action. Prosecution and impoundment are available options in appropriate circumstances and will be considered if the alternatives outlined above do not produce the desired outcomes.
