I refer to the issue of shift workers who park at train stations overnight but do not return to their car until next day, and ask what is the Government doing to address this issue to ensure shift workers are not fined?

The Public Transport Authority has changed the SmartParker software so that a validation now allows 24 hour parking and similarly cash parking tickets which are date/time stamped, are also honoured for 24 hours.
