I refer to a proposed requirement by the Department of Transport that volunteer drivers of home and community care agencies will be required to hold an F class drivers licence. (1) When will HACC agencies be officially notified that volunteer drivers will be required to have an F class licence? (2) Who will bear the cost of obtaining this licence? (3) Who will bear the cost of the many medical checks involved, given that many volunteers are retired and aged over 65 years and will require annual medical checks? Hon PETER FOSS

(1) Currently, volunteer drivers in the HACC program are subject to the requirements of the Road Traffic Act 1974 that require a driver to hold an F class licence while driving an omnibus or using a vehicle to carry passengers as separate fares. When the state Road Traffic Amendment Bill (No. 2) 2000 currently before Parliament is passed, agencies will be officially notified. (2)-(3) Currently, this is a matter between the agency and the volunteer driver. These operational costs are incorporated into an agency's infrastructure costs.
