I refer to the Environmental Protection Authority's (EPA) processing and assessment of Public Environmental Reviews (PER), and I ask -
(1) Is the Minister aware that in 2011 three separate, very significant PERs were released for public comment with incomplete management plans and surveys? (Roe 8, James Price Point and Wiluna uranium mine at Lake Way).
(2) If yes to (1), why were the PERs released without complete management plans and surveys?
(3) If no to (1) -
(a) will the Minister now investigate why this happened and advise parliament of the outcome?
(b) if no to (3)(a), why not?
(4) Does the Minister agree that where a high level of environmental assessment (such as a PER) has been set by the EPA, the PER released for public comment should include complete management plans and surveys?
(5) If no to (4), why not?
(6) If yes to (4), what steps will the Minister take to ensure all PERs released for public comment in the future include complete management plans and surveys?

(1)-(6) The Environmental Protection Authority is an independent statutory authority that conducts assessments in accordance with section 40 of the Environmental Protection Act 1986.
In this respect, the Environmental Protection Authority decides on the acceptability of environmental review documents based on criteria identified in the Environmental Impact Assessment Administrative Procedures 2010, in particular -
a. whether the requirements of the environmental scoping document have been adequately addressed;
b. whether the document is technically sound;
c. whether the document is understandable; and
d. whether the format, content and style are appropriate.
In the cases of Roe 8, James Price Point and Wiluna uranium mine at Lake Way the EPA considered the environmental review documents contained sufficient information for public release.
