I refer to the Aboriginal Employment Strategy 2011-2015 and note that the Public Sector Commission is leading the development and implementation of this strategy to increase employment of Aboriginal people in the public sector to reflect population by 2015, I ask:
(a) what is the most recent figure for the total (Full Time and Equivalent (FTE) and percentage) of Aboriginal employees in the public sector across all classifications; and
(b) what was the total (FTE and percentage) of Aboriginal employees in the public sector across all classifications in 2009, 2010 and 2011?

Public Sector Commissioner advises:
(a) The most recent available FTE data is for September 2011. The FTE figure for September 2011 was 1,881. This figure relies on employee self-identification through agency staff surveys. The size of the combined survey sample for the public sector is 69,389 which indicated an FTE percentage of 2.7%.
b) Total identified FTE across all classifications as at 30 June 2009 was 1,321 from a survey sample of 56,697 indicating a percentage of 2.3%. Total identified FTE across all classifications as at 30 June 2010 was 1,544 from a survey sample of 63,668 indicating a percentage of 2.4%. Total identified FTE across all classifications as at 30 June 2011 was 1,745 from a survey sample of 68,762 indicating a percentage of 2.5%.
It should be noted that sector-wide Indigenous employment information is routinely collected through agency staff surveys as headcount and not as FTE. The Director of Equal Opportunity in Public Employment(DEOPE) prepares an Annual Report which is tabled in Parliament and is publicly available via the PSC website. Reported headcount figures cover a range of Indigenous employment outcomes and is considered to more complete. The reports of the DEOPE coverall public authorities including the public sector and Government Trading Enterprises.
