PASTORAL LEASES — RENT
883. Hon AARON STONEHOUSE to the minister representing the Minister
for Lands:
I refer the minister to the recently introduced Agricultural
Produce Commission Amendment Bill 2019, as well as to recent increases in
pastoral rents.
(1) Is it true
that some pastoral rents, in the Kimberley in particular, have risen by as much
as 360 per cent under the McGowan government?
(2) If yes to
(1), what methodology was employed by the Valuer-General in reaching those
increases; and how tied, if at all, are they to underlying, unimproved property
value changes across the region?
(3) If no to
(1), what is the maximum pastoral rent increase in percentage terms since the
McGowan government came into office; and what methodology was employed to reach
that increase?

question. The following answer has been provided to me by the Minister for
Lands.
(1) Yes. As
per the requirements of the Land Administration Act 1997, pastoral rents are
reviewed every five years and the increase is relative to the previous review
undertaken on 1 July 2014.
(2) Analysis
of sales evidence is utilised to derive an unimproved capital value. A capitalisation
rate is applied to the unimproved value to determine the rent.
(3) Not
applicable.
