Further to the article in The West Australian on 4 December 2004 in which parts of the Department of Fisheries’ submission in response to the Ningaloo Marine Park indicative management plan were quoted, and further to my question without notice 76 of 6 April 2005, I ask - (1) When did The West Australian request a copy of the submission? (2) Who in the government authorised the release of a copy of that submission? (3) Was the decision to release a copy of the submission made only after a freedom of information application was made by The West Australian ? (4) If no to (3), on what basis did the relevant government officer conclude that a freedom of information application was unnecessary? The department then contacted the then Minister for Fisheries, who authorised the release of the submission.
