Referring to the Minister’s media release of 29 January 2009, ‘University of Notre Dame Report released on impact of alcohol restrictions in Fitzroy Crossing’, and his promise to develop a Kimberley Alcohol Management Plan, I ask -
(1) What has the Minister done in the past 12 months to increase local capacity for dealing with alcohol related issues?
(2) What longer term solution is the Minister implementing to provide the Kimberley community with the support for dealing with alcohol related issues they need?
(3) Will the Minister develop a Kimberley Alcohol Management Plan?
(4) If yes to (3), what is the timeframe for the development of this plan?
(5) If no to (3), why not?

(1) The Minister in consultation with the Drug and Alcohol Office (DAO) has endorsed focused activity supporting regional and local community capacity building. Significant progress has occurred, including:
Local alcohol management plans have been developed in Kimberley communities (eg Halls Creek);
Establishment of the Kimberley Interagency Working Group (KIWG) Alcohol Management sub-committee; and
DAO and Healthway establishing a dedicated alcohol prevention fund for communities to access to develop and implement local actions to prevent alcohol-related harm.
(2) The implementation of a Kimberley Alcohol Management Plan. (Please refer to answer in part 4)
(3) Yes. A plan has already been agreed by participating groups on the Kimberley Interagency Working Group, which includes state and federal government agencies as well as all four Kimberley local government associations.
There are five key areas for activity under the plan: Monitoring, evaluation and communication; Prevention and education; Community capacity building and action; Policing and legislation; and Treatment and support.
(4) A number of initiatives have already been undertaken. These include the implementation of Kimberley wide alcohol restrictions, establishment of local alcohol management groups in Halls Creek and Fitzroy Crossing and development of a range of communication tools to better inform the community of alcohol related harms and strategies used to address these.
The KIWG has established an Alcohol Management sub-committee to coordinate and prioritise the implementation of initiatives under the Plan. The sub?committee first met in March 2010 and will meet bi-monthly.
