Recently a flywire door came off my electorate office. It took five months to get it fixed. It took about 20 phone calls, four letters, a person from Bunbury and a person from Perth, until finally, five months later, it was fixed by a person from Manjimup, 50 miles down the road. A local handyman in the town could have fixed it for about $100. Could a quick-response, minor repair fund be made available to local Homeswest managers virtually on a telephone basis? Then minor repairs could be authorised without going through the unfortunate rigmarole that I went through. I know a similar system existed many years ago in the education portfolio. Former Minister MacKinnon allocated money to the schools so that they could get broken windows and squeaky doors fixed just by picking up the telephone. Does the minister have such a facility within his portfolio; and, if not, will he consider instituting one as soon as possible? Hon TOM STEPHENS

I thank the member for raising the issue with me in this way. First, on behalf of the Government, I apologise to the member for being dealt with by the system in the way that he has. It is inappropriate for the system to produce that level of difficulty. Hon W.N. Stretch: I just weep for the taxpayers! Hon TOM STEPHENS: Regardless of that issue, I apologise for the member being put through that process. On behalf of the Government, and to the extent that my agencies have been involved, I apologise; it should not happen. I will take up the specific suggestion made by the member. I will ask the department to find a way to adopt his suggestion, and I will advise the member whether I have been successful in taking up that suggestion in that precise way.
