ROCK LOBSTER FISHERY — PROPOSED QUOTA SYSTEM
I refer the minister to the proposed quota management system for the western rock lobster fishery. (1) Will the minister explain the operational principles of the proposed quota system? (1) The operational principles of management arrangements for the 2010–11 commercial western rock lobster managed fishery season will be to set catch limits to apply to licences within a set of input controls. Key changes to underpin catch limits will include the need for fishers to make certain nominations regarding their fishing activities by telephone, land catch at approved areas, weigh their catch, provide details to the Department of Fisheries of the weight of lobsters landed, and consign only to registered receivers. Details of the input controls that will be retained are provided at answer (3). (2) A catch limit—quota—proportional to the number of units held against each managed fishery licence will be applied. (3) Existing input controls will be retained, except that the unit value of pots has been increased to 0.5; fishing will be permitted on Fridays; the prohibition on zone A fishers operating in inshore areas during the first half of March has been removed; C zone will commence at the same time as B zone on 15 November, while A zone retains the same start date of 15 March; and the season will be extended until 31 August.
