I refer the Minister to his criticism of non-Government schools for declaring some TEE students ‘independent’ students to avoid adverse school results, and I ask -
(1) Is the Minister aware of any Government schools that are using this practice to improve their overall school results?
(2) If so, what are those schools?
(3) If not, will the Minister commit to undertaking a thorough investigation to determine if Government schools are using this practice?

(1) No
(2) Not applicable.
(3) I will take the appropriate action against any school whether government or non-government who attempts to improve its overall results in this way.
I believe that the direction that I have given to the Curriculum Council is sufficient to prevent such practice from occurring in 2004. The Curriculum Council has been directed to report to me the name of any schools, government or non-government, where there is evidence of the use of private candidature as a means of improving the school’s overall result
