I refer to a report prepared for the WAPC and issued in March 2003 entitled ‘Assessment of the Fremantle Eastern Bypass and the Preferred Alternative - Summary Report’, which observes that Stock Road/Leach Highway Intersection could continue to operate at LoS ‘E’ as an ‘at grade’ signal controlled intersection if the Bypass is retained, but would require grade separation to avoid LoS ‘F’ if other options were pursued, and ask -
(1) Assuming the FEB is not built and the freight on rail target is progressively achieved, what LoS may be expected at the intersection in mid -
(a) 2005;
(b) 2010;
(c) 2015;
(d) 2020;
(e) 2025; and
(f) 2031?
(2) If LoS ‘F’ is reached at any of the date intervals mentioned above, what modifications will need to be made to the intersection to enable it to operate at -
(a) LoS ‘D’; and
(b) LoS ‘E’?
(3) If grade separation is required at Stock/Leach, will further amendment of the MRS be required?
(4) If so, why wasn’t this included in MRS Amd. 1055/33?
(5) In (2) above, if modifications are needed to avoid LoS ‘F’, what was the basis for statement by the Minister for Planning Infrastructure on Friday, April 16 2004, saying - ‘The proposal at the centre of debate for the Leach Highway/Stock Road intersection was a concept plan only and had no formal status within Government’ (reported in the
Melville Community Time
April 20-26, page 7)?
(6) What measures will be taken to preserve the amenity of the area until the construction of the double grade separation, in terms of preventing blight, neglect and vandalism of abandoned buildings?
(7) Which agency will be responsible for this?
