Referring to the targets for the commencement of new facilities and programs as part of the new mental health initiatives outlined in the ministerial statement to Parliament in May, I ask -
(1) Does commencement refer to the letting of tenders or actual commencement of construction on site?
(2) Which of the mental health facilities listed in the Minister’s statement are on course for commencement of construction on the declared target dates?

(1) The term 'commencement' refers to the 'Letter of Acceptance', which is issued by the Department of Housing and Works formally appointing the builder, who is instructed to take possession of the site within a specified period of time, usually 7 working days. (2) In relation to PQ1175, the Bunbury Mental Health Acute Psychiatric Unit expansion and the new Community Mental Health Clinic are on target for commencement of construction. The DHW issued a call for tenders on 6 September 2006 to close on 29 September 2006. The DHW anticipate the builder to commence on 1 November 2006.
