1381. Hon KATE DOUST to the Minister for
Commerce:
I refer to the ongoing investigation
by the Building Commission into Econstruct homes. Since the minister's
meeting with the homeowners on 30 September —
(1) What progress
has been made towards resolving the complaint that was first lodged with the
Building Commission back in December 2015?
(2) Will the
minister provide an answer to question without notice 700, asked on 16 August
2016, and question without notice 1030, asked on 21 September 2016, both of
which were placed on notice at the minister's request?
(3) Can the
minister give a date as to when the issues for these homeowners will be
finalised?

(1) The Department
of Commerce Building Commission division's inspection team is reviewing
the independent building inspection reports provided on the disciplinary
investigation into Avon Dream Pty Ltd, trading as Econstruct, following which
the respondent will be invited to respond to a number of disciplinary
allegations.
(2) These
questions have not been put on notice. Question without notice 700 was answered
on 25 August 2016. However, in relation to this question without notice, please
see the tabled paper for further information. In relation to question without
notice 1030, it is not appropriate for a minister to intervene in matters being
deliberated by the independent Building Services Board or the State Administrative
Tribunal.
(3) The
disciplinary investigation is expected to be finalised next month and a report
prepared for the Building Services Board in early 2017.
The
PRESIDENT : Was there a tabled
paper with your answer, or was it referring to a previously tabled paper?
Hon MICHAEL MISCHIN : It appears to be referring to a previous
one. I confess that it is a little confusing. A table is attached to this
answer but there is no reference to a tabled paper number. In any event, it
seems to specify a series of dates with a number of complaints alongside each. It
probably makes sense in the context of the previous question and answer.
The PRESIDENT : You have two options: either you can table
it as supplementary information or seek to have it incorporated in Hansard , if you wish.
Hon MICHAEL MISCHIN : I will certainly table it. As to whether
it should be incorporated in Hansard ,
it is too lengthy.
