In reference to the current infill sewerage program in Port Hedland, will the Minister advise
(a) what are the criteria for deciding the best points of entry for the sewerage line to each property;
(b) does the Water Corporation make every effort to accommodate existing structures on each property;
(c) when the Water Corporation and the property owner are in disagreement over the point of entry, who determines the costs to the owner for alternative entry points;
(d) does the Minister consider a charge of $46.00 per centimetre to be reasonable;
(e) can the Minister explain why the private contractors include an additional cost of 15 per cent payable to Water Corporation in their quotes for work; and
(f) what does the property owner get from Water Corporation for that 15 per cent surcharge?

(a) The key criterion for deciding the best point of entry is the lowest point of the block that is to be serviced. This low point ensures that the property connection can receive wastewater flows by gravity for current and future developments on the property.
(b) All property owners have the opportunity to discuss the location of their service with the Water Corporation during the Preliminaries to Works process and during the Contract Works period. The location of the property connection can be moved in recognition of existing structures and other obstacles following consultation with the property owner.
(c) The cost is provided by the Contractor undertaking the Works. The Water Corporation will determine a reasonable cost to the property owner.
(d) A charge of $46.00 per centimetre is not considered to be reasonable. To date, the only quote formally given to a property owner in Port Hedland is $2760.23 for a 6 metre extension, which equates to $4.60 per centimetre.  This rate is considered reasonable for work of this type.
(e) The 15 per cent cost payable to the Water Corporation is the standard overhead that applies to any additional works that a Contractor is requested to undertake for a property owner.
(f) The 15 per cent surcharge covers site supervision, design modification costs, and general administration associated with processing additional work.
