WHEATSTONE LNG PROJECT — ACCOMMODATION —
ONSLOW
923. Hon STEPHEN DAWSON to the Leader of the
House representing the Premier:
I refer to Chevron's decision not to proceed with an
accommodation village at Onslow for the Wheatstone liquefied natural gas
project workers.
(1) Did the
Premier formally approve Chevron's decision not to proceed with an
accommodation village at Onslow?
(2) If yes to (1) —
(a) on what date was the decision
endorsed; and
(b) how was the decision endorsed?
(3) Does the Premier stand by his
comments on commercial radio that the decision would not have an impact on the
economy of Onslow?
(4) If yes to (3), what were the
original motivating factors to locate the village at Onslow?
(5) Is the
Premier prepared to compensate the people of Onslow, the Shire of Ashburton and
local businesses for this decision; and, if not, why not?

I thank the member for some notice of this question. On
behalf of the Leader of the House, I provide the follow response —
(1) Yes, subject to conditions.
(2) (a) The date was 14 August 2014.
(b) It was by letter and subject to a
number of conditions.
(3) Yes.
(4) It was to
accommodate 220 fly in, fly out operational staff, key contractor FIFO
personnel and village services contractor personnel in the Onslow community.
(5) No. The
benefits for Onslow residents, the shire and local businesses from the
Wheatstone project are very substantial and remain in place. These include more
than $250 million from Chevron in critical and social infrastructure, as well
as the development and release of new land, plus associated jobs and business
opportunities and additional rating revenue from building and land development
activities. Furthermore, the business opportunities associated with having a
FIFO operational village in the Onslow region have not been lost by relocating
the village from the Onslow town site to the construction village at the Ashburton
industrial estate.
