The Minister and the Rottnest Island Authority (RIA) state that the new 4½ star development will boost winter numbers with its conference facilities and its appeal to overseas and interstate visitors, that this will help to keep other accommodation affordable, contribute to the financial viability of other island businesses and that it will not change the 'Rottnest ethos'.
(1) Does the viability of the proposed hotel depend on a significant increase in winter visitor numbers compared to other accommodation facilities on the island?
(a) If so, to what extent?
(2) What research do the government and/or the RIA have to demonstrate their confidence that the proposed boutique hotel can overcome the natural barrier of winter gales and big seas to attract sufficient winter visitors to be viable?
(3) What research do the government and/or the RIA have to demonstrate their belief that conference and function organisers will overcome the natural barrier of winter gales and big seas to use the proposed hotel in sufficient numbers in winter to make it viable?
(4) In the event that the proposed hotel cannot attract sufficient winter visitors to be viable what safeguards to protect the RIA and the taxpayer will the RIA have in place?
(5) What steps will the government and the RIA take to ensure that the inevitable call for other services and facilities demanded by this new type of visitor to the island will be resisted in the future, given that they are likely to substantially change the social values of Rottnest?
