(1)-(4) As late as May this year, the Government thought that the road would be completed by 2003; however, it transpired that the budget situation was far worse than had been anticipated. As I have previously explained in this House, as a result of the impact of the goods and services tax on motor vehicle registrations the forward estimates were reduced by $66 million; therefore, the road program had to be revised.
