CAT ACT
1571. Hon TJORN SIBMA to the minister representing the
Minister for Local Government:
I refer to the City of Bayswater's
decision to implement so-called ''cat containment'' by-laws.
(1) Has the
minister received representations concerning the uncertainty local governments
confront when attempting to enact similar subsidiary legislation?
(2) What was the outcome of those
representations?
(3) Is the minister contemplating any potential future
changes to the Cat Act 2011, which would clarify that local governments have a positive
right to enact similar by-laws without an elevated risk of potential
disallowance?

I thank the honourable member for
some notice of the question, which I provide on behalf of the Minister for
Agriculture and Food, who is out of the chamber on urgent parliamentary
business. The Minister for Local Government has provided the following answer.
(1)–(3) The
minister receives representations on a range of local government issues.
Regarding the Cat Act 2011, the initial scoping phase of a review has
commenced. The review is expected to consider a wide range of issues, seek
public input on a range of matters and identify further opportunities for
initiatives, including by local government to support the responsible ownership
and management of companion animals.
