With regard to the recent changes in firearms licensing, whereby all firearm licence applications must be lodged in person at a participating Australia Post Office, I ask -
(1) Why were the changes implemented?
(2) What community consultation process occurred before the change was implemented?
(3) How were the public notified of the changes?
(4) Has there been a decline in licences issued, since the changes were implemented?
(5) If yes to (4), by how much?

(1) To better align Police services and achieve more consistent decisions though a centralised approval model that removed Frontline Police Officers from involvement in an administrative licensing process.
(2) Two (2) forums were conducted, in July and October, 2009 where representation was received from shooting associations and firearm dealers after written invitations were issued.
(3) Through newspaper advertisements, shooting clubs/associations, firearm dealers and advertising leaflets provided through Australia Post and Police Stations.
(4) There has been a decline in overall licences between the financial years of 08/09 and those expected in 09/10. The new system commenced in November 2010.
(5) 2006 to 2007 =9969
2007 to 2008 = 10404
2008 to 2009 = 11367
2009 to 2010 = *8255 YTD - combination of previous and current licensing system.
(*Represents a decline of 22% based on the average number of applications from previous year.)
