ABORIGINAL HERITAGE ACT — BLOWHOLES RESERVE
1128. Hon ROBIN CHAPPLE to the Minister
for Aboriginal Affairs:
I refer to the potential destruction
of heritage material, namely skeletal material sites at Quobba near Carnarvon
in the area of Easting 744545.5 and Northing 72896887.
(1) Is the
Department of Aboriginal Affairs conducting, or has it conducted, an
investigation into an unauthorised ground disturbance at Blowholes Reserve?
(2) If yes to
(1), what is the status of this investigation and what action is the department
taking in this regard?
(3) Did the Shire
of Carnarvon submit a section 18 application for the area of dune in question?
(4) If no to (3),
why not; and, if yes to (3), when?
(5) Has Yamatji
Marlpa Aboriginal Corporation or the Gnulli group contacted the DAA about this
matter?
(6) If yes to any
or all of the above, will the minister table a time line for each answer or
event?

some notice of the question. Before I answer the question, I would like to
recognise my favourite little girl in the whole wide world, who is sitting in the
President's gallery, Claire Faragher.

(1)–(6) The
Department of Aboriginal Affairs is conducting an investigation of an alleged
breach of the Aboriginal Heritage Act 1972 at Blowholes Reserve. The Department
of Aboriginal Affairs has discussed the matter with representatives from the
Gnulli Group. The Shire of Carnarvon was not required to submit a section 18
application as there are currently no reported Aboriginal heritage places or
Aboriginal heritage surveys that intersect the area. However, the Aboriginal
Heritage Act 1972 protects all Aboriginal heritage sites to which section 5
applies, whether or not they are known to the department. I am unable to make
any further comments as the investigation remains open.
