I refer to page 137 of the Economic and Fiscal Outlook and the additional costs for servicing the Perth Stadium events, and ask: (a) why has the cost recovery dropped from 100 per cent to 50 per cent; (b) do the figures shown in the 2016-17 State Budget include all forecasted events at the Perth Stadium; and (c) why has the operator of the Perth Stadium not committed to covering 100 per cent of the public transport costs?

(a) Cost recovery at 50 per cent reflects the expected level of contribution by users. The public transport task and therefore the expected transport costs are significantly greater at Perth Stadium when compared with Domain Stadium (60,000 versus 40,000 patrons). It is expected that around 83 per cent of patrons will access Perth Stadium by public transport which for a full capacity crowd equates to 50,000 people moving by public transport (compared to approximately 40 per cent of a smaller crowd at Subiaco). Accordingly, a much higher bus and train solution is required at the new Stadium.
(b) Yes, the budget figures are based on known events for the first year of operation for Perth Stadium.
