I refer to electronic monitoring in regional Western Australia for family and domestic violence offenders, and I ask: (a) what improvements have been made since the commencement of the Family Violence Legislation Reform Act 2024 (the Act) to ensure that mandatory monitoring conditions are imposed in regional locations; (b) what are the projected timelines for delivering statewide monitoring capability sufficient to give effect to the Act; (c) what are the projected budget allocations for delivering statewide monitoring capability sufficient to give effect to the Act; (d) is the Department evaluating alternate technologies to electronic monitoring to address regional coverage gaps; and (e) if yes to (d), please provide the names of those technologies?

The Department of Justice advises:
(a-b) Since the commencement of the Act in December 2024, electronic monitoring (EM) has been imposed statewide including in regional locations. The Department of Justice can install additional equipment to provide a secondary layer of monitoring by confirming the monitored persons’ continued presence at a required location. Contracted security services have also been expanded in regional areas, allowing for physical checks to be conducted if deemed necessary.
(c)      In 2024-25, the Government allocated the Department of Justice $27.8 million for implementation of EM.  In 2025-26, the Government allocated a further $19.1 million to the Department.
(d)      The current contract for the provision of EM Services in the community is due to expire on 27 August 2026. It is anticipated that the upcoming procurement process will provide an opportunity for vendors to present advancements in monitoring technologies. In the interim, the Department continues to collaborate with the contracted service provider to optimise equipment configurations.
(e)         Not applicable.
