Dr. Hames questions the adequacy of the allocated budget for Fiona Stanley Hospital's stage 1 construction, given industry cost estimates. Minister McGinty acknowledges the potential cost but suggests cost-saving measures are being explored, deferring a budget increase decision.

I refer the minister to the 2004-05 budget papers. The forward estimates show that $420 million has been allocated for the construction of the first stage of the Fiona Stanley hospital at Murdoch, which is listed in the “Clinical Services Consultation 2005” as having 591 beds by 2010-11. Given that the industry-accepted cost is $1 million a bed for a new hospital on a greenfield site, will the minister increase the allocation in the 2005-06 budget to reflect the true cost of stage 1 of this hospital? Mr J.A. McGINTY

I thank the member for some notice of this question, which has enabled me to obtain some information for a reply. The government is aware that the cost of providing a tertiary hospital, including full teaching, research and support services, is potentially $1 million a bed. The stage 1 development of the Fiona Stanley hospital will not necessarily include all these components, as some support, teaching and research services may continue to be partially or fully provided from other existing sites pending the development of stage 2 of that hospital. In addition, the government is investigating the viability of the alternative provision of some specialised support services and the potential for co-location of some services with St John of God Health Care in Murdoch. To that end, the Acting Director General of the Department of Health, Dr Neale Fong, and I recently met with St John of God Health Care to discuss ways in which we might jointly provide those services at the Murdoch site. Following the completion of those investigations and the clinical services plan and the clarification of the exact requirements for stage 1, the cost of the publicly funded component will then be reviewed, if required.
