(a) The Health Reform Committee was formed in March 2003, as a result of recommendations from the former Functional Review Taskforce. The Committee reports through the Minister for Health and the Treasurer to the Expenditure Review Committee (ERC). The Committee’s final report will be delivered in March 2004.
(b) The Health Reform Committee comprises:
· Mr Mick Reid (Chair)
· Mr John Langoulant, Under Treasurer
· Mr Mike Daube, Director General, Department of Health
· Ms Rita Saffioti, Director, Economic Policy Unit, Department of the Premier and Cabinet
· Mr David Inglis, Principal Policy Adviser, Minister for Health’s Office
(c) Yes. See tabled paper
(d) All Committee members, except the independent Chair, Professor Mick Reid, will be located in Perth and remain in their substantive positions during the life of the Committee. Professor Reid, will be based in Sydney, but will travel to Perth as required. When in Perth, Professor Mick Reid will be based at the Department of Health.
(e) The Committee intends to undertake its work in full consultation with major stakeholders. Consultation with senior clinicians, unions, senior executives, and other major stakeholders has already commenced, and will be ongoing. Community consultation has been incorporated into the Committee’s work plan and includes:
- a call for public submissions based on the Committee’s Terms of Reference
- community consultation on specific issues, undertaken via the Health Consumers Council over the course of the 12 months.
(f) The support staff for the Health Reform Committee will come from within the Department of Health, and include an officer seconded from the Department of Treasury and Finance.
