(b) if so, has this has been done because the line has deteriorated; and (c) if the speed zone has been lowered and it is not due to the deterioration of the line, why has the speed limit been changed?

I can advise the Member that the deficient section of rail has now been replaced and the temporary speed restriction removed.

(a)-(c) A regular inspection by the Public Transport Authority of track between Bayswater and Ashfield train stations on 7 January 2004 found a flaw in the rail. As a conservative safety measure, the track speed was temporarily reduced from 90 to 40 kmph.
I can advise the Member that the deficient section of rail has now been replaced and the temporary speed restriction removed.
