I refer to the first meeting of the Wheatbelt District Health Advisory Council, the replacement body for the country health board, on 23 September in Corrigin. (1) Is the minister aware that all delegates were informed that meetings would be held locally? (2) Is he aware that members of the Wheatbelt District Health Advisory Council were informed that they would not receive sitting fees but would be reimbursed for out-of-pocket expenses? (3) Is he aware that the Department of Health has instructed that the members of the Wheatbelt District Health Advisory Council will be reimbursed for travel only at a rate of 13c a kilometre based on the patient assisted travel scheme, even though they are not sick? (4) Given that one eastern delegate had to travel 548 kilometres to attend a local meeting, allowing for a claim of $71.24, will the minister undertake to immediately review this allowance and bring it into line with the standard public service motor vehicle allowance? Members of the four councils in the Wheatbelt District Health Advisory Council were offered the opportunity to attend either of two generic orientation evenings being facilitated in the wheatbelt. These events were held at New Norcia as a central point for the western and Avon councils and at Corrigin as a central point for the eastern and southern councils. The intent was to enhance the opportunities for the members to network across districts and to minimise travel and cost. Both meetings unanimously agreed to hold another combined meeting to share ideas and for networking purposes. At the next meeting members will decide how and where they wish to meet in the future. (2) Yes. The district health advisory council guidelines distributed to all members clearly state that sitting fees will not be paid. This principle is based on the need for a balance between providing enough resources to the councils to achieve their objectives, while not placing undue burden on service provision. (3) Yes. Some members of the Wheatbelt District Health Advisory Council did not wish to provide fuel receipts and, hence, an alternative was offered using the PATS guidelines as a benchmark. Any member of the Wheatbelt District Health Advisory Council who attended the orientation evening will be aware that they will be reimbursed by either submitting a receipt or using a mileage form. (4) No. If the member is able to submit a fuel receipt, this will be fully reimbursed. Members who are not able to produce a receipt will be reimbursed at the PATS rate to meet reasonable expenses.
