I understand the minister has been working with BHP Billiton to extend the community dialogue planning initiative to Port Hedland and Newman. Will the minister please explain the purpose of it? Ms A.J. MacTIERNAN

BHP Billiton iron ore division has been the very generous sponsor of our innovative dialogue with the city project that is under way and will reach culmination on Saturday. However, both BHP Billiton and the Government are keen to ensure that this planning process is not confined only to the metropolitan area. Indeed, from our recent visits to the Pilbara, it is very clear that the communities of Port Hedland and Newman are vitally concerned about their futures. Discussions have been held between BHP Billiton and the Government to see whether there is a real potential to take a similar project to those two towns and indeed the east Pilbara region generally. No doubt we will even get to your part of the Pilbara at some stage, Mr Speaker. To this end, representatives of BHP Billiton and the Department for Planning and Infrastructure met last week with the Port Hedland and East Pilbara Shire Councils to talk through these issues. They expressed a great deal of interest about a similar process occurring in the Pilbara. As a result, BHP Billiton has very generously agreed to sponsor half a dozen representatives from that area to observe the dialogue that will take place in Perth on Saturday. We are very keen to ensure that this new style of democracy - this engagement with the community - is not just confined to Perth, but is taken into the regions to give people a real opportunity to participate fully in the planning of their region.
