With reference to emergency services for the Burrup Peninsula, I ask -
(1) Can the Minister confirm that a comprehensive emergency plan is in place for all industry on the Burrup Peninsula, and for the population of the townships of Karratha and Dampier?
(2) If yes to (1), will the Minister table this plan?
(3) If no to (1), why not?
(4) Can the Minister confirm that all the recommendations made by, ‘The Burrup Peninsula Emergency Services Review Steering Committee’, as per Ministerial Media Statement (Michelle Roberts, 24/5/2004) were followed, and are in place?
(5) If no to (4), why not?

(1) Comprehensive emergency plans are in place for the Burrup Peninsula, Dampier and Karratha.
Site specific emergency plans are in place for major industries on the Burrup. These plans have been developed by personnel with expertise in the specific hazards associated with their operations. In the case of Major Hazard Facilities, planning requirements are detailed in the National Standard for the Control of Major Hazard Facilities. The Fire and Emergency Services Authority of Western Australia (FESA) is consulted in the development of these plans.
FESA has also prepared Special Risk Plans for the Major Hazard Facilities and other high risk premises on the Burrup. These plans are prepared in consultation with the facility owner and are held by FESA ComCen and on operational appliances as per FESA policy.
(2) A number of the plans outlined above are currently in the public domain. However a number of site specific emergency plans have been developed by industry and these plans typically relate to facilities classified as Critical Infrastructure and there may be security implications if they are released.
In addition FESA's Special Risk Plans are developed on an "in confidence" basis with industry.
