Department of the Premier and Cabinet advises:
(1) No
(a) Intergovernmental Relations Unit exists within the Cabinet and Policy Division and provides advice and support on intergovernmental issues, particularly COAG.
(2) Since October 2008, under Commonwealth-State agreed processes, the State Government has been consulted the following treaties:

Agreement between the Government of Australia and the Government of the British Virgin Islands for the Exchange of Information Relating to Taxes (London, 27 October 2008
Agreement between the Government of Australia and the Government of the British Virgin Islands for the Allocation of Taxing Rights with Respect to Certain Income of Individuals (London, 27 October 2008);
Agreement between the Government of Australia and the North Atlantic Treaty Organisation on the Security of Information, (New York, 26 September 2007);

United Nations Human Rights Committee - Australia's fifth periodic report and appearance before the Committee in March 2009. WA provided input in November 2008 and March 2009, through the Commonwealth Attorney General's Department;
United Nations Optional Protocol against Torture and other Cruel, Inhuman and Degrading Treatment or Punishment;
United Nations Special Rapporteur on Torture - issues around prisoner transportation in Western Australia; and
United Nations Committee on Economic, Social and Cultural Rights - WA has been requested to provide input, ahead of Australia's appearance before the Committee in May 2009
(3) The Standing Committee on Treaties (SCOT) was established in 1996 and is coordinated by the SCOT Secretariat, which is located in the Department of the Prime Minister and Cabinet. SCOT is a consultative forum by which States and Territories can provide input into Commonwealth negotiations on treaties, as well as obtain updates on Commonwealth reporting against international treaty obligations.
The Department of the Premier and Cabinet has a Senior Policy Officer from the Intergovernmental Relations Unit assigned as the SCOT liaison officer for Western Australia. That officer attends SCOT meetings.
(a) The SCOT liaison officer attended the 8 April 2009 SCOT meeting, at which the following treaties were discussed:
Australia- Japan Free Trade Agreement;
Australia- China Free Trade Agreement;
Australia- Republic of Korea Free Trade Agreement;
Malaysia-Australia Free Trade Agreement;
Indonesia-Australia Free Trade Agreement;
Singapore-Australia Free Trade Agreement;
United Nations Optional Protocol against Torture and other Cruel, Inhuman and Degrading Treatment or Punishment;
United Nations Committee on Economic, Social and Cultural Rights;
UN Convention on the Use of Electronic Communications in International Contracts 2005;
United Nations Convention for the Suppression of Acts of Nuclear Terrorism.
