I refer to the Auditor General's recent Report 'Supporting Aboriginals in Training' in relation to governance of support services for Aboriginal students and to my question on notice No. 5670, and I ask —
(1) In respect of each State Training Provider, will the —
(a) 2013 Delivery Performance Agreements; and
(b) Aboriginal Training Plans,
include formal completion or retention targets against which to assess performance?
(2) Has the Department of Training and Workforce Development (DTWD) developed new performance measures that take social and community outcomes into account to assess how well State Training Providers and the DTWD support Aboriginal students?
(3) If yes to (2) —
(a) please detail these performance measures;
(b) explain how the DTWD developed these performance measures;
(c) indicate whether any other performance measures considered and, if so, why the DTWD chose the adopted measures; and
(d) indicate whether these performance measures have been incorporated into the 2013 Delivery Performance Agreements and Aboriginal Training Plans for each State Training Provider?
(4) In order to improve service delivery to Aboriginal students, has the DWTD made changes to —
(a) its analysis of performance data at State Training Providers; and
(b) the opportunities for Aboriginal support staff to meet with DWTD representatives?
(5) If yes to (4) —
(a) please detail these changes; and
(b) explain how these procedures will improve collaboration between the DWTD and State Training Providers, the ability to recognise service gaps and opportunities to improve service delivery?

(1)(a)-(b) Yes.
(2) No. The Department has scheduled meetings with State Training Providers for late September 2012 to commence work on the Office of the Auditor general (OAG) recommendations. The outcome of these consultations will determine the best approach to measuring and linking community and social outcomes to training support services.
(3) Not applicable.
(4)(a) No. The appropriate measurement and analysis of performance data for Aboriginal students is affected by the very low response rate to whether students are Aboriginal. The Department has analysed enrolment data quality for 2011 and previous years and will take steps to improve the quality of demographic information collected on enrolment forms from 2013 onwards. This will enable appropriate analyses of the performance data in the future.
(4)(b) No. However, in order to improve service delivery to Aboriginal students, the Department of Training and Workforce Development is facilitating opportunities for the State Training Providers and Aboriginal Education and Employment Training Committees to share knowledge and best practice about Aboriginal support services.
(5)(a)-(b) Not applicable.
