Hon Steve Martin questions the Treasurer regarding the inclusion of planning funds in the estimated total cost of METRONET projects, specifically the Yanchep Rail Extension, and seeks clarification on potential hidden costs across various projects. The Treasurer's response indicates that the $100 million was reflected in the 2022-23 budget and that all expenditure is reflected in the State Budget Papers.

I refer to the answer to question on notice 298, in which the Treasurer indicated $100 million in planning funds to the Western Australian Planning Commission for the Yanchep Rail Extension was not included in the Yanchep Rail Extension Estimated Total Cost in the 2024-25 Budget, and I ask: (a) is the $100 million now included in the increased figure for the Yanchep Rail Extension Estimated Total Cost in the 2025-26 Budget; (b) have any of the following METRONET projects incurred planning or other costs bourn by other areas of the State Government that have not been counted in the Estimated Total Cost figures in the Public Transport Authority's Asset Investment Program summary in the 2025-26 Budget: (i) Byford Rail Extension; (ii) Forrestfield Airport Link; (iii) High Capacity Signalling Program of Works; (iv) Victoria Park - Canning Level Crossing Removal; (v) Level Crossing Removal Program; (vi) Morley-Ellenbrook Line; (vii) New Stations and Existing Stations Upgrades; (viii) Railcar Acquisition; (ix) Railcar Replacement; (x) Thornlie-Cockburn Line; and (xi) Yanchep Rail Extension (other costs); and (c) if yes to any of the above in (b), please specify the project(s), what the total amount on top of the estimated total cost was, and what it was for, for each project?
