I refer to the statement in today’s The West Australian made by Justice Henry Wallwork QC, Chairman of the Parole Board of WA, that - Prisoners with mental disorders and intellectual disabilities are being “warehoused” in prisons simply because there was no other place to put them . . . Further, given that Western Australia has the highest imprisonment rate in Australia and our present population is expanding three times faster than the national average, I ask - (1) What action will the minister take to provide secure accommodation for the prisoners eligible for parole to whom Justice Wallwork refers in his statement? (2) Does the lack of provision of suitable accommodation for these types of people breach their human rights? (3) If yes to (2), what action will the minister take to protect their rights?
